1.2.8 Build Starting Squid Automatically

I did a build of 1.2.8 and upgraded my home router and have noticed that Squid is now being started automatically even though I do not have any config that should use it. Is this the expected behavior? Squid does not auto start with my config on 1.2.7.

@p252 It seems like a bug.
Can you create a bug report at phabricator.vyos.net ?
