BGP filters dont work on startup or shutdown

This is a problem that has existed since v1. When the router is first starting or when you shut down a session, the filters stop working before the session is stopped. This results in ALL prefixes being advertised to the peer and often trips a prefix filter on their end causing delays until they can reset it. also a bit rude to do to a peer…

This problem is still occurring on 1.2 RC4. Sessions are establishing when the system boots with multiple peers and no filters in place. It results in a huge incoming flood due to route hijack of peers with other peers.

At the very least, the interface needs to stay down until the filters are active.
