Build problem ISO VyOS 1.2

I installed a new Jessie buildhost for 1.2 in Virtualbox. Completely updated and with the backports repo added per the documentation. I’m trying to build an ISO for use on physical HW. I always get the following error:

I’ve built from current and crux, and get the same error each time.

I saw this posted last time someone asked about this, but I guess its unclear. I should go through the Dockerfile and install all of the packages that are installed there on my build host? Neither one of the documents I can find, https://wiki.vyos.net/wiki/Howto_build_VyOS_1.2_ISO_image_and_VMWare_.OVF and Build VyOS — VyOS 1.4.x (sagitta) documentation mention nothing about need to install any other packages that the ones that are specifically listed.
