How to setup DNS forwarding on external interface without being and open DNS resolver?

Why would you do this? Seems unlikely to be able to forward DNS requests on an external interface without being an open DNS…unless you use firewall rules to lock it down to particular IP addresses/ranges.
It would be better if you described what your end goal is. I bet there is another way.
