l2tp over ipsec cannot connect 2 clients

Cannot connect more than two clients at one time on my l2tp ipsec server
Log shows this:

hostname1 xl2tpd[13140]: Connection established to XX.XXX.XXX.XXX, 10514. Local: 23741, Remote: 2876 (ref=0/0). LNS session is ‘default’

my l2tp server configs:

What’s wrong here?
Did i missed something?
