Openstack build - both ssh and console logins fail

After instantiating an image, the ssh login fails with both the provided ssh key and the password. The later is most likely to be expected given that ssh password authentication is probably disabled in the Openstack build but the earlier is expected to work. Also, password authentication via the console - username: vyos, password: vyos - also fails. Changing the password or allowing ssh password authentication via cloud-init user data upon instantiation has no affect. Using Hasicorp’s packer also fails with the default username and password.

Is there a solution?

Does anyone have VyOS working on Openstack and/or a solution to the above? The build is clearly broken and there has been no response to the above in almost a month.
