Vyos-1.2.0-rolling+201806150337 and load-balancing bug

Hi,

vyos-1.2.0-rolling+201806150337-amd64, bug when attempt to configure load-balancing.

set load-balancing wan interface-health eth0 nexthop ip1.xx.xx.xx

Instantly, before commit
mkdir: cannot create directory ‘var/run/load-balance’: Permission denied

Commit also fails with same error.
