Some sort of cli tool during install to guide a new user with some basic setup for interfaces, turning on ssh, DHCP.
Could be asked first when a user does a install image
, “Would you like to use setup wizard [Y/N]?”

Personally I disagree (sorry). I don’t think the place for an education is within the router, it’s within the documentation. Which already exists.
I get most VyOS user’s are fairly technically minded, but out of the box install is pretty useless without keyboard and mouse via console or some other KVM type thing, even if during installation it asked if you wanted to set an IP address/DHCP on an interface, and turn ssh on it becomes more useful after that first reboot.
But since you have to be connected by KVM or keyboard for the installation anyway, you can just as easy enter the needed infos after the installation, no?

Not sure, are in favor of a wizard or not? How do you generally install any os without a keyboard attached?
I personally think I wouldn’t want to lower the step to have it up and running. Because if that is hard for you then you’ll be in for a (or lots of) surprise(s) later.
The best to find out: create a PR for the wizard and see what people think. If it defaults to not run the wizard, what harm is done.
I think it should be a default NO but give an option on install to set up some basics, even with my knowledge of Vyos limited as it may be, I think even I would benefit from a wizard to set up an interface, turn on ssh so after a the install and reboot I can walk away knowing ssh is turned on and an interface has an address I can run Ansible against it to configure it, but it could be more feature rich wizard to set up as a basic router with firewall turned on with some sane defaults to which bring in a new gang of users from home lab community who use PF/Opn*sense firewall.
But that’s just my opinion, but definitely wouldn’t have the skills to create a PR
