Issue with Ipsec VTI

We have 2 version of VyOS - VyOS 1.4-rolling-202304120317 and VyOS 1.5-rolling-202402110025 with the same issue.
Sometimes We see that IKE and IPSEC is UP, but BGP down because the vti interface in admin down state.
In older version everything OK - VyOS 1.2.6-s1.
What we can do with it?

Today I’m try to disable and enable vti interface. It’s help, but when ipsec reconnect, vti stays in admin down
