RC4 not seeing interfaces propertly

not sure if this is a bug. I have had RC4 on this box for a week. today am changing out a NIC. Vyos sees the NIC but doesn’t seem to configure them properly. for example, eth15 should be set at 1gb, full duplex. when I configured eth15 to that, it says doesn’t support (it does) but it configures it anyway. and even still, the link does not come up. any ideas?

odd lspci sees them. just vyos isn’t working with them.
