It looks like the netavark changes broke upgrading to any 1.4 rolling release after that change went in.
To replicate deploy vyos 1.4 rolling 20230331 and add container networking and a couple containers in the network and a couple using host networking, next try to upgrade to any rolling release after the netavark changes went in. VyOS will not be happy.
