Vyos 1.4 - ssh public key not denied

Hi,
I have a question. I just installed VyOS 1.4-rolling-202401030515 in my VM environment for testing purpose.

I created second login user for ssh remote access + my public-keys.
The existing vyos login is supposedly unaccessible remotely with error “Permission denied (publickey).”, however I still can access via ssh to vyos user login.

I’m wondering why I still can access ssh vyos even though my public key was not configured in vyos login configuration.
