Vyos rolling terraform provider

I just update vyos-rolling Terraform provider .
the git repo :GitHub - echowings/terraform-provider-vyos-rolling: Terraform provider for VyOS with a focus on automatic resource generation
terraform provider:Terraform Registry
but I met an issue that is when apply firewall. the firewall applied one by one. it is not same applied with vyos cli. so some policy applied and some doesn’t and the firewall default rule is deny. This make can’t applied successfully. all connection blocked by vyos after try to apply the firewall with terraform.
